The competition for knowledge of the state language «Парасатты кәсіпкер» held in Pavlodar

The competition of the experts of the Kazakh language «Парасатты кәсіпкер» was held in the House of Friendship on November 22.2017. The Department of Language Development ​​organized the competition for knowledge of the official language among entrepreneurs within the program «Рухани жаңғыру» as well as implementation of the state language policy.

5 teams, consisting of the representatives of the service industries of Pavlodar, Ekibastuz and Aksu cities, took part in the competition. In the first round they did the home work, in the second – situational tasks. The third round was final, where the teams had the tasks in terminology, i.e. translating words, forming sentences.

All participants showed good knowledge of the state language, skillfully used new terms and told about some situations. All teams have their originality and creativity.

As a result, first place was won by the team “Ұлттық мұра” (Pavlodar), second place – team “Белсенді көмір” (Ekibastuz), third place – team “Самға” (Aksu). The winners were awarded with diplomas, money certificates and prizes.

Congratulating the participants of the competition, the head of the Department of Language Development of Pavlodar region Saule Osmanova said: “Such competitions will become a good tradition. I must say that this year the competition has been held for the first time. It was very interesting. All participants have showed not only a high level of knowledge of the state language, but also their communication skills, ability to see which way the cat jumps, and it is very important for workers, who render services to people of our region”.

Online seminar “The method of the new format of learning the Kazakh language”

The seminar of advanced training of Kazakh teachers “The method the new format of teaching of the Kazakh language” was given in the regional universal scientific library of S.Toraigyrov on November 17, 2017 within the program «Рухани жаңғыру» and regional plan of the development and functioning of languages ​​for 2017-2019. It was organized by the Department of Language Development of Pavlodar region.

The purpose of the seminar is to improve the Kazakh teacher’s skills.

Scientists of the universities, linguists from May and Lebyazhye areas, Pavlodar and Ekibastuz cities took part in the seminar. Participants of the seminar learnt up-to-date technologies and methods of learning the language and also discussed the problematic issues online.

 

Regional seminar about problematic issues of onomastics

The Department of Language Development of Pavlodar region gave the seminar “Topical issues of onomastics in Pavlodar Region” on November 8, 2017.

The members of the regional onomastic commission, heads of the Departments of Culture and Language Development of the cities, areas of the region, linguists, responsible specialists of the state and legal departments of the city and district akim’s offices were invited to it. They discussed the issues, mainly, concerning the rules of providing the names to the state legal entities, legal entities with state participation and need to provide the name of the well-known public figures, scientists, cultural workers and other people, who have merits to the Republic of Kazakhstan and world community.

The results of the onomastic work in the cities and areas were summed up and the plans for the coming year were considered. Onomastic specialists discussed the problems arising in the solution of the onomastic issues and possible ways of their solution.

Seminar-meeting for support of the new Kazakh alphabet

On October 27, 2017 the Department of Language Development of Pavlodar region gave the seminar «Латын жазуы және аударма ерекшеліктері» with linguists of the region within the program «Рухани жаңғыру» and regional plan for development and functioning of languages ​​for 2017-2019.

The talk was about the Kazakh alphabet, approved by the Head of the State, based on the Latin script and questions of stage-by-stage transfer of the Kazakh alphabet to the Latin script.

Candidate of Philological Sciences, professor of Pavlodar State Pedagogical Institute Shakaman R.B. and Candidate of Philological Sciences, Associate Professor of Pavlodar State University of S.Toraigyrov Karipzhanova A.O. took part in the meeting. They discussed the rules of spelling of business documents in Latin.

Online seminar “Linguistics and Latin alphabet”

On October 18.2017 the Department of Language Development of Pavlodar region organized  the professional development seminar for Kazakh teachers to the theme “Linguistics and Latin language” within the program “Рухани жаңғыру” and regional plan for the development and functioning of languages for 2017-2019.

The purpose of the seminar is advanced training of Kazakh teachers.

Teachers of the Kazakh language, arrived from Irtysh, Pavlodar areas and Aksu city took part in the seminar. During the lectures, delivered by the scientists of the higher educational institutions, students learnt the latest technologies and methods of teaching the state language and participated in online discussion of the issue of the stage-by-stage transition of the Kazakh language to the Latin script.

“Transition to the Latin script – dictates of the present time”

On October 16, 2017 the Department of Language Development of the region organized a debate with students of the higher educational institutions. The theme was “Transition to the Latin script – dictates of the present time”.

A Kazakh word in Latin is a feature of the modern technological environment, communications in the modern world and scientific and educational process. The debate was organized to discuss the project of the new alphabet among young people.

Representatives of the Center of Development of Youth Initiatives, active students of Pavlodar State University of S.Toraigyrov, Pavlodar State Pedagogical Institute, Innovative University of Eurasia and Pavlodar Pedagogical College named after B.Akhmetov took part in it. Young people shared their views and ideas concerning the transition of the Kazakh alphabet to the Latin script and further implementation of the tasks, set by the Head of the State.

The organizers of the debate noted that they were ready to support young people, their new ideas and initiatives.

“The future of Kazakhstan is in the Kazakh language”

On October 9-13, 2017 the Committee on Language Development and Socio-Political Work delivered the activities in Pavlodar region within the promotion of the Kazakh language among Russian-speaking citizens “The future of Kazakhstan – in the Kazakh language”, by the order of the Ministry of Culture and Sports of the Republic of Kazakhstan, in accordance with the State Program for the Development and Functioning of Languages in the Republic of Kazakhstan for 2011-2020.  The working group held the meetings in Pavlodar, Aksu and Ekibastuz cities, Zhelezinka, Shcherbakty, Uspenka, Kachiry, Irtysh and Pavlodar areas.

Its purpose is to improve the status of the Kazakh language as the state language among Russian-speaking citizens as a guarantor of unity and harmony among representatives of all ethnic groups living in Kazakhstan, discussion of patriotic education among the younger generation of Kazakhstan, exchange of views in the field of science, new technologies, discussion of the transition of the Kazakh language to the Latin script and renaming of some old geographical names.

The issues of onomastics, stage-by-stage transition of the Kazakh alphabet to the Latin script and improvement of the status of the Kazakh language as the state language were raised in the regions.

The working group consisted of the well-known political and public figures, scientists and representatives of the local executive agencies. The member of the Assembly of the People of Kazakhstan, politician, Honored Worker of Kazakhstan Dos Koshim, political scientist Aidos Sarym, head of the Department of Language Development of Pavlodar region Osmanova Saule Gabdulzhaparovna, director of the Pavlodar regional branch of the Union of Writers of Kazakhstan and public figure Arman Kani participated in the activities.

More than 500 people will be involved in the activities. These are representatives of the intelligentsia, members of the ethno-cultural associations, Russian-speaking citizens, young workers and students of higher educational institutions and colleges.

A briefing was also held in the Communication Service of Pavlodar region on October 13,2017. The issues of latinization, renaming of the settlements and structural units and use of the state language in the service sector were considered there.

 

Round table “Латын графикасына көшудің ұтымды тұстары”

The Department of Language Development of Pavlodar region held the round table “Латын графикасына көшудің ұтымды тұстары” in the conference hall of the House of Friendship on October 10, 2017. Representatives of intelligentsia and scientists of higher educational institutions took part in it.

The main purpose of the round table is the reasons of introduction of the Latin script as the features of the modern technological environment, scientific and educational process in the 21st century and factor of spiritual revival and strengthening of national identity.

Participants of the roundtable discussed the positive aspects of transition of the Kazakh alphabet to the Latin script, initiated in the program article of the Head of the State N.A.Nazarbayev “The course towards future: modernization of public consciousness”.

A meeting of the working group for further improvement of the state language policy held in Pavlodar region

A regular meeting of the working group for further improving the state language policy was held in Pavlodar region.

The issues about transition of the Kazakh alphabet to the Latin script, implementation of the Law RK “On the languages ​​in the Republic of Kazakhstan” and record keeping in the Kazakh language in Ekibastuz, Department of Entrepreneurship, Trade and Tourism of the region were considered.

Following the results of the meeting of the working group, akims of the cities and areas, heads of the government agencies were charged to work on the transition of the Kazakh alphabet to the Latin script and control the implementation of the language legislation of the Republic of Kazakhstan
