In order to increase the level of awareness of the population on the importance and necessity of vaccination in prevention of both infectious and non-infectious diseases in the region, the European Immunization Week was held under the slogan “To be vaccinated” from April 24 to April 30, 2017.
In the region there were 33 seminars, 34 round tables with representatives of public health services, religious organizations, public associations and educational institutions.
Volleyball competitions were held in Pavlodar State Pedagogical Institute within the European Immunization Week. The Department of Religious Affairs, Department of Internal Policy and representatives of the religious faiths took part in it.
The Department of Public Health Protection and Department Health held the press conference “Holding the European Immunization Week in Pavlodar region”.
HLS center participated in TV program “Good Morning” TCH “Irbis” to the theme “To be vaccinated” and program “Densaulyk” TCH “Kazakhstan-Pavlodar” to the theme “Prevention of infectious diseases. European Immunization Week”.
In the polyclinic rooms “School of future mothers”, “School of a healthy child”, “School for family planning”, “School of young mothers and fathers”, “School of active longevity” they could see the videos about preventive vaccinations and talked with population about benefits of immunization.
The sports competitions “School sports day” were held under the motto “We are for a healthy life-style” at the school of M.Kairbayev (Aktogay area). Pre-school children from Aktogay village showed the cartoons “The hippopotamus was afraid of vaccination”, “Vaccination”.
The flash mob to the theme: “To be vaccinated, protect yourself and your relatives” was organized at Pavlodar school №27 with participation of schoolchildren and teachers. Open day under the motto “To be vaccinated” was in the city polyclinics N 4 and N1 with participation of the specialists of the Department of Public Health. There were meetings, talks with parents and pregnant women. People got information sheets. The same meetings were in Shcherbakty and Kachiry areas, Aksu and Ekibastuz cities.
Teacher-parent meetings “To be vaccinated, protect yourself and your relatives” were held in the organized collectives of the region. 273 compositions were written.
Representatives of the Department of Public Health, akimat on work with the religious associations, polyclinics talked to the parents who had refused to vaccinate their children. They explained the benefit of vaccination and gave news-sheets.
5338 information sheets were given to population.
10 TV programs and 24 radio programs were organized, 16 articles were prepared, published and placed on the official sites of the region in the Kazakh and Russian languages. 257 lectures were delivered at the schools and other organizations. 187 information sheets were published. Over 2000 discussions were held.
There were 615 calls, all questions were answered.
2500 people were questioned in the polyclinics and outpatient clinics, schools, kindergartens of the cities and areas of the region before and after the Immunization Week.
98 consultation rooms were opened in the medical institutions of the region, 1016 people asked for consultation.
631 people were additionally vaccinated during the Immunization Week. They were people of no fixed abode, migrants and others.

“Implementation of the State Health Development Program of the Republic of Kazakhstan “Densaulyk” for 2016-2019 in Pavlodar region
The main health indicators of the population in 2016.
The death rate decreased by 2.22% against the same period in 2015 and amounted to 9.68 per 100000 people.
Among the causes of mortality the first place takes the death rate of the population from diseases of the circulatory system (DCS). By the results of 11 months of 2016 there was decrease by19.7% and amounted to 212.66 per 100000 people (for 11 months of 2015-264.99). Death from ischemic heart disease reduced by 39.5% – from 94.10 per 100000 people to 56.95.
The region carried out the flowing activities to decrease mortality from diseases of the circulatory system: 3 stroke centers were opened in Pavlodar and Ekibastuz.
The region created the heart center, cardiological service of the region was united, single register of the heart centres was developed. The cardiological service of Pavlodar has been centralized in the regional heart center since January 2016.
At the end of 2016 the infant mortality rate increased by 16.9% against the corresponding period of 2015 and amounted to 7.95 per 1000 live births (2015 – 6.80). It should be noted that this number is less than in the republic (RK – 8.60)
The maternal mortality rate remains at the level of 2015 and amounted to 16.0 per 100000 children, born alive (2015-15.6). The number in the republic is 12.9.
By the results of 2016 TB incidence rate in the region amounted to 53.9 per 100000 people (less by 7.7% than in 2015 (2015- 58.4). The death rate from tuberculosis has decreased by 16.7% and amounted to 3.30 per 100000 people (2015-3.96).
The anti-tuberculosis service has been restructured in the region, hospitals in the cities of the region jointed the regional TB dispensary and outpatient service in the areas was transferred to the organizations of primary medical care.
Akimats of the cities and areas carry out activities for social support of tuberculosis patients, free canteens for patients, who have ambulant therapy, work in all cities of the region.
In the region there is a high incidence of oncology diseases. At the end of 2016, the incidence rate increased by 4.9% and amounted to 311.8 per 100000 people (2015-297.2).
In 2016 the death rate from malignant neoplasms remains at the level of 2015 and totaled 141.9 per 100000 people.
In 2016 the death rate from accidents, poisoning and injuries was 100.64 per 100000 people (less by 16.1% than in the same period of 2015 (119.94).
Within the pilot project of the Ministry of Health and Social Development on optimization of the ambulance service in the region, centralization of the service was carried out at the Pavlodar regional emergency medical setting with transfer of the departments of ambulance service to the city and district hospitals. The department of sanitary aviation was transferred from the regional hospital of Sultanov to the regional emergency station.
A single dispatcher service was created within the project. It has a navigation system, telecommunication, telephony and Internet. The dispatcher room receives all calls from all over the region by the telephone 103. After, it gives all calls to the cities and areas.
The result of the optimization is the improvement of indicators of the service work: increasing the efficiency of work, reducing the way time up to 9 min, improving the quality of work of ambulance crews and reducing the gas consumption.
In the region there is the sanitary aviation service both by land and by air. 434 visits were registered in 2016, among them – 87 ones by air.
In 2016 the health budget is KZ 40.9 bln against KZ 35.5 bln in 2015 (more by 15% compared with the same period of 2015)
The healthcare network includes 356 medical organizations (including 36 hospitals and polyclinics, 1 rural hospital, 5 dispensaries, 62 medical outpatient clinics, 25 feldsher-midwife stations, 221 medical centres, 6 other medical facilities (rehabilitation centers, adaptation centers and etc).
In 2016 within “Employment Road Map-2020”, construction of 5 health facilities started: 2 medical outpatient clinics, 2 feldsher-midwife stations and 1 medical center. The period of implementation of the objects – 2016-2017. Out of 5 facilities the construction of a medical outpatient clinic was finished in Isa Baizakov village of Irtysh area, feldsher-midwife stations in Zhanabet village of Kachiry area and Algabas village of the rural zone of Aksu.
As of December 31, 2016, 2325 doctors and 5898 medical workers work in the state medical organizations of Pavlodar region. The number of physicians per 10000 people was 43.7 and the number of average medical workers per 10000 people was 100.2.
Modern telecommunication technologies are introduced in the region. 1132 telemedicine consultations and video conferencing were held with the republican scientific centers in 2016.
Transport medicine has worked in the region since 2011.
274 visits were organized to the settlements of the region in 2016. Over 30000 people were examined. Over 42000 diagnostic and laboratory assessments were carried out.
Public-private partnership in the field of public health.
Within the public-private partnership, a nephrology center for 25 seats was constructed in Pavlodar in 2015. The volume of investments amounted to KZ 337.7 mln.
The state gave land with communications for construction.
The center provides special medical assistance to the patients with acute and chronic kidney disease.
The center has 25 modern devices “artificial kidney”, installed in 5 dialysis rooms. The planned capacity is designed to delivery of health care to 100 dialysis patients.
Additional service is organized for patients: two meals during the hemodialysis treatment, going by car to the center and back home, cable TV and Wi-Fi.
In 2017 the Department of Public Health schedules to implement 5 projects of public-private partnership:
1 Transfer to discretionary management without the right to purchase an outpatient department in Pavlodarskoe village.
- Transfer to discretionary management without the right to purchase an outpatient department in Kenzhekol village.
- Transfer to discretionary management without the right to purchase MSE to the right of business “Ekibastuz polyclinic №1″.
- “Reconstruction of the building MSE to the right of business “Pavlodar city hospital №1″ with installation of a computer tomograph and operation”.
- Reconstruction of the building MSE to the right of business “Ekibastuz city hospital” with installation of a computer tomograph and operation”.
A competition to determine a private partner for the projects of reconstruction of the building MSE to the right of business “Pavlodar city hospital №1” and MSE to the right of business “Ekibastuz city hospital” with installation of a computer tomograph and operation”, transfer to discretionary management without the right to purchase outpatient departments in Kenzhekol and Pavlodar village.
The results of the competition in 4 projects will be summed up in early March 2017.

Results of the work of public health service of Pavlodar region for 2016 and tasks for 2017
In 2016 the work of the health facilities of the region was aimed at the implementation of the State Health Development Program of the Republic of Kazakhstan “Densaulyk” for 2016 – 2019, fulfillment of the tasks set in the President’s Address to the People of Kazakhstan from November 30, 2015, “Kazakhstan in the new global reality: growth, reforms, development” and Plan of the Nation – 100 concrete steps to implement five institutional reforms of the Head of the State as well as to achieve the targets of the memorandum between the Minister of Health and Social Development of the Republic Kazakhstan and akim of Pavlodar region for 2016-2018.
In the beginning of 2017 in the region there are 356 medical facilities of the Ministry of Health and Social Development, including 47 legal entities, 23 health centers, 5 dispensaries, 13 out-patient departments and 6 other medical institutions.
The bed capacity was optimized during the reporting year. 391 beds were reduced, 82 redesigned.
By January 1, 2017, the bed capacity is 4408 beds.
Participating in the republican pilot project during 2 years, in 2016 the Pavlodar Medical College was awarded the status “Higher Medical College”. In 2018 it is planned to certify 48 bachelors (nurses).
According to “Roadmap for provision of anti-tuberculosis care to the population of the region for 2016-2018,” centralization of all TB organizations in the region was carried out. In addition, outpatient service in the areas and Aksu was integrated into primary medical assistance. In the current year it is scheduled to integrate phthisiologists in Pavlodar and Ekibastuz. As a result of the activities, a building of the Ekibastuz TB hospital is planned to use as a hostel for medical workers.
In October 2016 there was regionalization of trauma care in the region. A polytrauma department (15 beds) was opened in the Pavlodar city hospital №1.
In addition, “mobile groups” were created. It has modern equipment, necessary supply of blood and medicines.
Within the pilot project of the Ministry of Health and Social Development to optimize the ambulance service in the region, in September 2016 there was centralization of the service in the Pavlodar regional emergency medical setting with transfer of the emergency departments of the city and district hospitals. The department of sanitary aviation was transferred from the regional hospital of Sultanov to the regional ambulance station.
The number of people, who had emergency medical aid from air medical service in 2016 was 434 (more by 13% than in 2015), including 67 patients with acute coronary syndrome and acute cerebrovascular disease were took to the regional heart and stroke centres, including 20 by air transport.
274 settlements were visited in 2016. 30712 people were examined. Over 42000 of diagnostic and laboratory assessments were carried out.
In addition, there is a telemedical communication in the region. All cities and areas of the region have been connected to it (exception – Uspenka). In the current year Uspenka area will be connected as well.
The highly specialized assistance has been developed. As a result of 2016 the highly specialized assistance was rendered by 9 medical institutions (2797 cases: cardiosurgery, vascular surgery, neurosurgery, endoprosthesis replacement, gynecology).
The centers of outpatient surgery and gynecology worked in the regional hospitals and in Aksu and Ekibastuz hospitals. 3406 operations were performed in 2016.
Private hemodialysis centers have worked in Pavlodar, Ekibastuz and Aksu since 2016. It insures availability and quality of hemodialysis. 338 patients received hemodialysis services in 2016.
The regional rehabilitation center was opened for disabled people in May CRH in December 2016. The center was equipped with modern medical equipment.
The advisory and diagnostic department was opened in the Ekibastuz city hospital. 383 units of equipment were purchased.
The medical information system works in the polyclinics of Pavlodar and regional diagnostic center to improve the availability of medical care within implementation of the concept of the Unified Health Information System (UHIS).
There was reorganization of work of registration offices of the polyclinics in order to improve the availability of medical care. The dispatcher service, equipped with multi-channel ID-phones, was organized as well. Its functions: medical appointment booking, calling a doctor as well as a base of electronic outpatient cards is formed taking into account personal data of the patients and storage of detailed information of medical tests and curative services. In Ekibastuz and Aksu there are preparatory measures to introduce the information system.
In pursuance of the third priority of the new Address of the Head of the State N.A.Nazarbayev “Accelerated technological modernization of the economy” in a part of use of the digital technologies, we plan further development of the information technologies.

Regional seminar “Improvement of the safety immunization system in the Republic of Kazakhstan”
As you know, any problem is easier to prevent than to seek the ways to solve it. The world experience shows that vaccination is the most effective way to prevent mass infections.
The regional seminar “Improvement of the safety immunization system in the Republic of Kazakhstan” was given in Pavlodar on November 18.2016. It was organized for neurologists, family physicians and epidemiologists of Pavlodar region as well as specialists from East-Kazakhstan, Karaganda, Kostanay, North-Kazakhstan regions and Astana city.
Representatives of the scientific and practical center of sanitary and epidemiological supervision and monitoring, “Sanofi -Aventis Kazakhstan” LP and professor of the department of neurology KazNMU of S.Asfendiyarov took part in it.
They considered the issues of a modern epidemiologic situation of vaccine-preventable diseases in the world and Kazakhstan, basic principles of safety immunization in the Republic of Kazakhstan, global principles of elimination of vaccine-preventable diseases such as infantile paralysis, measles, rubella, primary and booster vaccination with use of combined six vaccines as well as epidemiological effectiveness of vaccination against pneumococcal infections in Kazakhstan.
