On behalf of the Head of State, Akim of Pavlodar region Bulat Bakauov met with representatives of non-governmental organizations to discuss the issue of environmental safety in the region.
At the meeting, the head of the Department of Subsoil Use, Environment and Water Resources, Kadilzhan Satiev, presented a draft plan for improving the environmental situation, which is calculated until 2023 and has already been agreed with the regional environmental council. The project consists of nine blocks, including atmospheric air protection, biodiversity, energy saving, consumption waste management and other areas.
– The problem of reforestation and gardening is given special attention, – said the speaker. – We have identified three main areas for the creation and development of green areas. These are the state forest fund, forest-park zones in cities and sanitary-protective zones of industrial enterprises. Reforestation will increase the forested area of the state forest fund by more than 1,500 hectares in five years. Along the roads in the state forest are planted forest crops, the spring inventory showed 85 percent survival rate of plantations. The public activists who took part in the discussion of the project had their own proposals. One of them is to include in the plan measures to strengthen control over motor vehicle emissions.
“This is a very important moment, because on our roads there are such cars that you cannot drive because of their exhausts,” said Bulat Bakauov. – Now we are waiting for 10 electric buses to come to Pavlodar. In addition, until September, new trams will be delivered to the city. A gradual transition to environmentally friendly public transport should have its effect. Scientists participated in the debate. According to the doctor of biological sciences Kanat Akhmetov, it is necessary to conduct biological monitoring in Pavlodar region.
“My students have conducted several studies related to species that have not been studied in our region before,” said a representative of Pavlodar State University. Toraigyrov. “In particular, we have found that microorganisms such as mayfly and spring grass live in the Irtysh River, while they have disappeared in Europe in large rivers. In what condition are these organisms, what is their population – exactly this is an indicator of the level of contamination of the Irtysh and its tributaries.
In addition, according to experts, the problem of littering the Irtysh floodplain by a North American weed called cyclogena has long ripened in the region. Its danger is that it displaces native plants. “Nothing grows where Cyclachen settled,” biologist Tatiana Ponomareva said. – There is less feed grass in the floodplain, and meanwhile cyclohen grows. The second point is a very allergenic plant. In August, many city dwellers begin to suffer, believing that they are allergic to wormwood, but in 99% of cases it is allergic to cyclogen. All the proposals of public figures and scientists have promised to make a new draft plan. For approval, the document will be given in about three months. Closing the dialogue platform, the akim of Pavlodar region demanded from managers of large industrial enterprises more openness to non-governmental organizations and promised that such meetings with the participation of all interested parties would be held at least once a quarter.
Bulat Bakauov together with famous ecologists and biologists of Pavlodar also visited Metallurgov park. “When we opened this park, all the trees were in place,” Bulat Bakauov recalled, looking at the park. – After I saw the story on television, in which they complained that trees were sawing in the park. Then the city authorities promised to plant new ones. What is happening now?
According to biologists, the trees destroyed the groundwater that had risen to the top. And today, the park should be given a little “rest.” “The ecosystem itself is capable of purification and restoration,” noted biologist Tatyana Ponomareva. – Of course, some kind of drainage is needed, for example, a pond. But in this case you should not use any costly mechanisms, because we do not know how the groundwater will behave.
Akim of the region ordered to revive the park. In the near future, the preparation of a pit for groundwater removal will begin here. Together with ecologists and biologists, the head of the region also visited the “Goose Flight”. In this area, work continues to extend the embankment, but so far contractors have missed the territory of the paleontological monument. According to Bulat Bakauov, “Gusinka” in any case, you need to improve. However, for four years now scientists have not been able to give a concrete conclusion on how to put the monument in order and not harm it. This time, the researchers promised to give their opinion within a month. Only after that “Goose flight” is planned to be turned into a walking area.
