Ibrayev Balgabay, Zhumagulovich was born 20 January 1965 higher education, in 1990 graduated from Pavlodar pedagogical Institute, specialty biology and fundamentals of agriculture, in 2004 Ekibastuz engineering-technical Institute majoring in industrial heat power engineering.

He began his career in 1981. working as a Turner, from 1983 to 1985 served in the Soviet Army, then worked from 1990 to 1991 teacher of biology and husbandry at a secondary school, from 1991 – 1994 worked as a master ermakovskaya GRES.

Since 1994 worked in the public service and enterprises Aksu – specialist of the Department of architecture, urban planning and utilities of Aksu city administration, specialist in public utilities of the town akim’s apparatus of Aksu, chief specialist of Department of municipal economy of social and industrial infrastructure, construction and architecture, mechanic, then Chairman of the cooperative of apartment owners “metallurg”, head of Department of communal services and industrial sector of the city.

2005-2008-head of the Department of housing and communal services, passenger transport and highways of the city of Aksu.

2008-2011-Director of the state municipal enterprise “Gorvodokanal”of Aksu.

2011 to 2015 – Deputy akim of Aksu city.

On may 26, 2015 he was appointed akim of Shcherbakty district by the order of the Governor of Pavlodar region.

Since October 31, 2018 by the order of the Governor of Pavlodar region was appointed akim of Aksu
