Akimat of the city of Aksu

 

Ibraev Balgabay Zhumagulovich, born January 20, 1965. Higher education, in 1990 graduated from Pavlodar Pedagogical Institute with a degree in biology and agricultural fundamentals, in 2004 Ekibastuz Engineering and Technical Institute with a degree in industrial heat power engineering.

He began his career in 1981. working as a turner, from 1983 – 1985 he served in the Soviet Army, then worked from 1990 to 1991 as a teacher of biology and livestock in a secondary school, from 1991 – 1994. worked as a master of the Ermakovskaya state district power station.

Since 1994, he worked in the public service and enterprises of Aksu – a specialist in the department of architecture, urban planning and public utilities of the Aksu city administration, a specialist in public utilities of the Akim of the city of Aksu, a chief specialist in the department of public utilities of social and industrial infrastructure, construction and architecture, a mechanic, then the chairman of the cooperative of owners of apartments “Metallurg”, the head of the department of public utilities and production of the city.

2005 – 2008 – Head of the Department of Housing and Communal Services, Passenger Transport and Highways of Aksu.

2008 – 2011 – Director of the state utility company “Gorvodokanal” of the city of Aksu.

2011 – 2015 – Deputy Akim of the city of Aksu.

By order of the akim of Pavlodar region on May 26, 2015 he was appointed akim of the Shcherbakty district.

On October 31, 2018, by the order of the akim of Pavlodar region, he was appointed akim of Mr. Aksu

 

 

Umarkhanov Berik Serikovich Deputy Akim of the city of Aksu
Functional responsibilities:
operational management of the economy of the region;
managing financial issues, developing plans for the socio-economic development of the region, targeted programs, strategic planning and priorities for the economic development of the city and rural region;
coordination of the work of the project office and the execution of indicators of the Memorandum concluded between the akims of the city and the region;
coordination of the implementation of the fourth level of the budget in rural districts;
supervision of tax issues;
conducting tariff policy issues;
managing communal property issues, ensuring coordination of housing issues;
oversees issues of development and support of small business and entrepreneurship, tourism development, support for competition and pricing policy;
supervises the implementation of the State program “Digital Kazakhstan”;
interaction with the prosecutor’s office, city court;
interaction with territorial state bodies (state revenue department, treasury department, statistics department, State Center for State Trade, branch of the State Corporation “Government for Citizens” JSC);
the analysis of the revenues of the city budget and is in charge of controlling its spending. Questions on the organization of public procurement, issues of postal services, banking services;
interacts with industrial and industrial enterprises of the city, with state legal entities, with legal entities with the participation of the state, as well as non-state legal entities with competence;
coordinates work on the quality of public services provided by departments.

Functional responsibilities:
The main tasks of the deputy akim of the city are:
conducting questions of the development of agriculture and the agro-industrial complex of the region, the implementation of the state program for the development of rural territories;
coordination of issues of land relations, is the chairman of the city land commission;
coordination of veterinary issues;
oversees defense and mobilization issues, organization of measures for the prevention and liquidation of emergencies at the facilities of the communal sphere. He is the deputy chairman of the emergency commission;
interaction with territorial state bodies (territorial inspection of the Committee for Veterinary Control and Supervision of the Ministry of Agriculture of the Republic of Kazakhstan, territorial inspection of the Committee of State Inspection in the AIC of the Ministry of Agriculture “);
coordinates the work on the quality of public services, supervised by departments and apparatuses of akims of rural districts;
oversees issues of development and support of small business and entrepreneurship, tourism development, support for competition and pricing policy;

coordination of issues of social protection of the population, the fight against poverty and unemployment, drug and drug trafficking, health, education, domestic policy.
conducting language and youth policy issues; interaction with socio-political and religious organizations, national-cultural centers, parties and movements, creative unions.
implementation of practical work on the formation and promotion of a healthy lifestyle, the development of sports.
coordination of family issues, gender policy, employment, social protection of persons with disabilities, veterans, media activities, issues of organizing spring and autumn appeals.
He is the chairman of the commission on juvenile affairs and the protection of their rights.

Functional responsibilities:

Coordination of work on monitoring the implementation of acts of the akimat and akim of the city, its instructions.
