INFORMATION on the Results of Work with Appeals of Individuals and Legal Entities for the 1st Quarter of 2018

Amount of appeals

For the 1st quarter of 2018, 543 appeals from individuals and legal entities were received by the Oblast akim (in the same period in 2017 – 537, 2016 – 513).

For reference: In the 1st quarter of 2018: Individuals – 368 (2017 – 355, 2016 – 317), legal entities – 175 (2017 – 182, 2016 – 196).

Of these, 72 are oral in 2018 (2017 – 98, 2016 – 70), written in 2018 – 471 (2017 – 439, 2016 – 443).

Of them electronic: 53 (through the portal of the “Electronic Government”) – 10%.

Residents apply to the Oblast Akim’s blog, in 1st quarter of 2018 – 3126 questions, in 2017 – 3897. In addition, the use of mobile applications allows citizens to directly handle the problem to the Akims of cities and districts, for the 1 st quarter of 2018 WhatsApp received 894 questions, for 2017 – 862 questions.

The largest number of applications was received on the issues of: housing and communal services – 94 (for 2017 – 54, 2016 – 61), housing – 52 (2017 – 48, 2016 – 64), social and pension provision – 45 (2017-48 , 2016 – 44), culture – 43 (2017 – 34, 2016 – 30), labor and labor relations – 36 (2017 – 52, 2016 – 27), education – 30 (2017 – 23, 2016 – 11) 24 (2017 – 33, 2016 – 17), entrepreneurship – 23 (2017 – 18, 2016 – 39), land and land use – 22 (2017 – 19, 2016 – 14), public administration – 18 (2017 – 21, 2016 – 30), agriculture – 15 (2017 – 23, 2016 – 28), the use of natural raw materials (2017 – 17, 2016 – 17), public and religious associations – 12 (2017 – 10, 2016 – 12), sports – 12 (2017 – 23, 2016 – 4), justice and law and order – 11 (2017 – 23, 2016 – 15), the media – 6 (2017 – 10, 2016 – 10) and others.

Appeals through higher authorities

Through the Administration of the President of the Republic of Kazakhstan, 46 appeals were received from the residents of Pavlodar Oblast (in 2017 – 46).

Through the Office of the Prime Minister of the Republic of Kazakhstan 21 appeals were received from the residents of Pavlodar Oblast (in 2017 – 16).

Through the Central Executive Stuff of the “Nur Otan” party 8 applications (in 2017 – 12) were received.

The main issues raised are: housing – 15, housing and communal services – 9, culture – 9, labor and employment – 8, land use – 8, social security – 7, entrepreneurship – 4, etc.

The greatest number of applications from the Administration of the President of the Republic of Kazakhstan, the Office of the Prime Minister of the Republic of Kazakhstan, the party “Nur Otan” came from the residents of Pavlodar – 36 (in 2017 – 41), Ekibastuz – 11 (3), Aksu – 3 (1) Mai District – 3 (1), Irtyshsk District – 2 (0), Kachiry District – 2 (0) and others.

In addition, deputy requests for citizens’ applications are received. From the residents of the city of Pavlodar – 2 (in 2017 – 3), the city of Aksu 2 (0), the city of Ekibastuz – 1 (1), etc.

Basically, these are issues of social and pensions (2), housing (1), housing and communal services (1), banking (1), onomastics (1).

 

Executive Stuffs of cities and districts

During the reporting period, only 2094 applications were received by the Akims of the cities and districts of the Oblast (2017 – 2341), of which 1465 were written, 88 on site (2017 – 1600, with visits – 65), oral – 629 by exit – 116 (2017 – 741, with departure – 122).

The Akims of cities and districts, the Deputy Akims, the Heads of the Executive Stuff accepted 629 people at their personal reception (in 2017 – 741), including 116 visits of the places, and 122 in 2017.

 

State bodies of the Oblast

The state bodies of the Oblast received 6,337 oral and written appeals from individuals and legal entities (in 2017 – 6098).

The Departments of the Oblast accepted and considered appeals:

The Department of Labor – 231, the Affairs of Religion – 161, the Health – 123, the coordination of employment and social programs – 79, education – 73, industrial innovation development – 69, the control of use and protection of land – 65, entrepreneurship, trade and tourism – 60, culture, archives and documentation – 56, state construction control – 53, energy and housing and communal services – 52, agriculture – 41, domestic policy – 40, finance – 31, construction – 16, subsoil use, environment and water resources – 16 , on development of languages ​​- 13, physical culture tours and sports – 12, on issues of youth policy – 11, architecture and town planning – 10, land relations – 9, economy and budget planning – 7, veterinary – 3.

In all executive state bodies of the Oblast, the approved schedule for the admission of individuals and legal entities is observed. The Heads of the Departments accepted 48 people (in 2017 – 25).

In an accessible place for visitors there is information on the approved procedure for considering appeals from individuals and legal entities. In the state institutions of the region, for monitoring the timely execution of citizens’ appeals, “Watch Hours” are held, as well as telephone hotlines and boxes for comments, appeals and suggestions.

The issue of quality of medical services is placed on special control. In all medical organizations of the region there are special boxes for receiving complaints addressed to the Oblast Akim. A total of 28 thanks were received during the reporting period, and 6 complaints.

 

Reception on personal issues in the Oblast Akim’s Executive Staff

The reception of physical persons and representatives of legal entities in the Oblast Akim’s Executive Staff is carried out in accordance with the Law of the Republic of Kazakhstan dated January 12, 2007 “On the procedure for considering appeals of individuals and legal entities”, and in accordance with the approved regulations of the Oblast Akim’s Executive Staff.

The Akim of the Oblast, his Deputies and the Head of the staff accepted 44 people at personal reception. Immediately during the reception, legislative clarifications were given to 10 applicants, 1 decided positively, and 33 letters were given corresponding instructions to solve the tasks.

Also the Akim of the Oblast conducts personal receptions of citizens in the most remote villages of districts and cities of the region. On a regular basis, personal receptions are held in the regional branch of the “Nur Otan” Party.

For reference: in the Oblast Akim’s Executive Staff 33 people were accepted, in the regional branch of the “Nur Otan” party – 9 people, at visiting receptions – 2 people.

 

Briefing of the Akim of the Oblast

The Akim of the Oblast held a briefing on March 26, 2018. During the briefing, they received 186 calls from the population through the mobile application Whats App, 74 via the Call Center. All 260 questions and answers to them are posted on the official website of the Akimat of Pavlodar Oblast.

In general, 158 questions were received from residents of the city of Pavlodar.

From the regions, appeals were received from residents of Pavlodarskoe District (2), Aktogay District (7), Lebyazhye District (5), Kachiry District (3) Shcherbakty District (3), Uspenka District (1), Mai District (1), Zhelezinka District (5), Ekibastuz (2 ), Bayanaul District – (4), Irtyshsk District (1), city of Aksu (1).

The largest number of questions was received in the sphere of housing and communal services, improvement, construction – 151, social direction – 47, land relations, ecology, agriculture – 29, business -7.

The main issues are the provision of housing, as well as many are interested in the launch of one of the President’s initiatives – 7-20-25 regarding the possibility of mortgage lending.

Most of the population is concerned about the problems of housing and communal services, these are problems of heat supply, water supply, asphalting of roads and improvement of yards.

Many questions came from the residents of the village of Zelenstroy, regarding the construction of a drainage system, lighting.

Residents of rural areas are concerned about the problems of drinking water, intra-village roads.

Many health issues related to the provision of medicines.

Questions were raised on providing the fire system of large trading houses (Batyr Mall, Manakbai).
