About Assembly

Assembly of People of Kazakhstan was established in accordance with the Decree of the President of the Republic of Kazakhstan dated March 1, 1995 as a consultative and advisory body under the President.

The idea of establishing the Assembly of People of Kazakhstan was first announced by Nursultan Nazarbayev in 1992 at the Forum of Peoples of Kazakhstan, marking the first anniversary of Independence of the Republic.

This initiative marked the beginning of a new phase of national dialogue. It became an undeniable innovation in the world and at the highest possible level to solve the development and strengthening of inter-ethnic relations.

Within 15 years of functioning the Assembly of people of Kazakhstan held its own development path and got a decent institutional content, accumulated consolidating and intellectual potential and transformed into the Institute of public diplomacy.

20 October 2008 the President signed the Law “On Assembly of the People of Kazakhstan”, which has no analogues in the world that legally enshrines the Assembly of people of Kazakhstan as a full subject of the political system of the country, and defines a regulatory framework for its activities.

The Law defined the status, formation procedure and work organization of the Assembly of people of Kazakhstan, aimed at the implementation of the state national policy, ensuring socio-political stability in the Republic of Kazakhstan and efficiency increase of state and civil institutions interaction of the society in the sphere of interethnic relations.

In accordance with the Law, the Assembly of the People of Kazakhstan is the establishment without legal entity formed by the President of the Republic of Kazakhstan, contributing to the development and implementation of the state national policy.

The purpose of the Assembly is guaranteeing inter-ethnic harmony in the Republic of Kazakhstan in the formation of Kazakhstan’s civic identity and competitive nation on the basis of Kazakhstan patriotism, civil and spiritual and cultural unity of people of Kazakhstan with the consolidating role of Kazakh people. 

The main tasks of the Assembly are:

1) maintenance of effective interaction of state bodies and civil society institutions in the sphere of interethnic relations, creation of favourable conditions for further strengthening of inter-ethnic harmony and tolerance in society;

2) strengthening of the people unity, supporting and public consensus developing on the fundamental values of Kazakhstani society;

3) assisting state agencies in countering all forms of extremism and radicalism in society and attempts directed at suppressing the rights and freedoms of man and citizen;

4) formation of political and legal culture of citizens based on democratic norms;

5) ensuring integration of the efforts of ethno-cultural and other public organizations to achieve the goals and objectives of the Assembly;

6) revival, preservation and development of national cultures, languages and traditions of Kazakhstani people.

The President of the Republic of Kazakhstan: forms and reorganizes the Assembly; defines the activities of the Assembly; appoints and dismisses officials of the Assembly; convenes the Assembly sessions; performs other activities in accordance with the Constitution and Laws of the Republic of Kazakhstan.

The first President of the Republic of Kazakhstan – the Leader of Nation owns the right to head for life term the Assembly of the People of Kazakhstan.

The Assembly Session, the Assembly Council, the Assembly Secretariat, the Assembly of regions (cities of Republican significance, the capital) are constituted the structure of the Assembly of the people of Kazakhstan.

Session of the Assembly – meeting of the Assembly members is the Supreme governing body of the Assembly. Session is convened by the President of the Republic of Kazakhstan as necessary but at least once a year. The order for convening regular session with date, venue and agenda of a regular session shall be adopted not later than thirty days before its start, as reported in official media. An extraordinary session is convened at the initiative of the Assembly President, the Assembly Council or at the request of not less than one-third of the total number of the Assembly members and is held within one month from the date of the decision.

In the period between sessions, leadership Assembly is exercised by the Council of the Assembly formed by the decision of the President of the Republic of Kazakhstan. The composition of the Board is approved by the President of the Republic of Kazakhstan.

The working body of the Assembly is its Secretariat, which is a part of the presidential Administration.

The composition of the Assembly and the assemblies of the regions (cities of Republican significance, the capital) is formed from among the citizens of the Republic of Kazakhstan – representatives of ethno-cultural and other public associations, representatives of state bodies and other persons subject to their authority in society. Currently the Assembly is composed of 382 members.

Members of the Assembly nominated by the decision of the sessions of the assemblies of regions (cities of Republican significance, the capital) on the proposals basis of ethno-cultural and other public associations in the regions, as well as by the decision of the Supreme bodies of national, regional, ethno-cultural and other public associations.

This unique institution, uniting all ethnic groups in our country are always working at building up, played a huge role in maintaining the stability and sustainable development of the country.

Thanks largely to the work of the Assembly of the People of Kazakhstan, a unique model of interethnic and interreligious harmony have formed, where every citizen, irrespective of ethnic or religious affiliation, possesses and enjoys full civil rights and freedoms guaranteed by the Constitution. There is a special atmosphere of trust, solidarity and mutual understanding in a rich multi-ethnic mosaic of Kazakhstan.

The Assembly, in fifteen years of its operation, held 15 sessions to discuss important issues of society and key directions of the state development.

Today, Kazakhstan has created all necessary conditions for the ethnic groups development, their culture, language and traditions. There is a progressive increase in the number of ethno-cultural associations, now more than 800 of them and 28 associations are republican.

Newspapers and magazines are available in 15 languages, radio programmes in 8, and TV shows in 7 different languages. 88 schools are providing education entirely in Uzbek, Tajik, Uighur and Ukrainian languages. In 108 schools 22 languages of ethnic groups are taught as a separate subject. In addition, 195 specialized language centres were opened, where children and adults can learn languages of 30 ethnic groups. Moreover, except Kazakh and Russian theatres our country has four national theatres – Uzbek, Uighur, Korean and German.

Every year several dozen of new books published in the languages of ethnic groups. It has become a tradition annual mass festivals Nauryz, 1 May – the Holiday of Kazakhstani people Unity, Maslenitsa, Sabantuy, etc.

The Assembly activity contributes to the growth of the international authority of the Republic of Kazakhstan as the country effectively solving the issues of interethnic relations.

Information on the activities of the Assembly of the People of Kazakhstan in Pavlodar region

The Assembly of People of Kazakhstan was founded and operated as a unique institution in the Republic of Kazakhstan since 1995; it was established on the initiative of the Head of the state N. A. Nazarbayev. The first President of the Republic of Kazakhstan – the Leader of the Nation is the President of the Assembly.

The Head of the Assembly of People of Kazakhstan in Pavlodar region is Akim of the region. The working body of the Assembly in the region is the Secretariat of the Assembly and it is a structure part of akim’s office. The Head of the Assembly Secretariat has a status of the Assembly Vice-President. Annually at the session one candidate from heads of ethno-cultural associations is assigned as an alternate Vice-President of the Assembly of the region on a voluntary basis.

The work of the Secretariat of the Assembly of People of Kazakhstan of Pavlodar region and ethno-cultural associations aimed at the realization of measures complex of the Law of the Republic of Kazakhstan “About the Assembly of People of Kazakhstan”, the National Unity Doctrine of Kazakhstan, Strategy of the Assembly of people of Kazakhstan in medium term, the President’s address to people of Kazakhstan “Strategy “Kazakhstan-2050”: new political course of the established state”.

The main task of regional ANK is to ensure stability, interethnic and interreligious harmony in the region, formation of people unity, and education of Kazakhstani patriotism. In addressing these issues, the APK Secretariat in the region works closely with the departments of internal policy, languages development, culture and education, encompasses the cultural, informational, educational, and international aspects of ensuring inter-ethnic harmony in the region. According to the work plan, the Secretariat of regional APK holds roundtables, meetings, discussions, aimed at promoting the ideas of tolerance and inter-ethnic harmony, weeks of culture on the initiative and with the participation of ethno-cultural associations, to discuss the problems of continuity of generations, education of youth in the examples of the best traditions and tolerance of all Kazakhstani people.

First national-cultural associations in the region were established in the late 80-ies; by 1991 there were already three associations: cultural and educational society of Germans “Vozrozhdenie”, the Tatar-Bashkir cultural centre and association of Ukrainian culture named after T. Shevchenko. In 1995, at the time of the formation of the Assembly of People of Kazakhstan and Small (regional) Assembly, eight national-cultural centres worked in region, which had undergone the appropriate legal registration.

 As of 1 December 2013, 9 branches of the regional Assembly of people of Kazakhstan operated in Aksu and Ekibastuz towns, Aktogai, Kachiry, Pavlodar, Shcherbakty, Lebyazhye, Zhelezinka districts and branch of the regional APK – student Assembly in S. Toraigyrov Pavlodar State University; 23 regional, 15 city and 45 ethno-cultural associations in districts.

Since 2009 Council of elders “Aksakaldar Alkasi” worked within the Assembly,   ensuring interethnic and interreligious harmony in the region, the education of patriotism and tolerance among young people.

In 2010 a scientific expert group of the Assembly of people of Kazakhstan was established. It consists of leading scientists from three universities of the region – S. Toraighyrov Pavlodar state University, Pavlodar state pedagogical Institute, Eurasian Innovative University. This group provides expert assessment of trends of ethno-political, socio-economic and religious development, forecasting of development of these processes in the region.

 The Assembly of people of Kazakhstan of the region is used following forms of work:

– In the field of promotion friendship and unity of Kazakhstani people, annual regional festival of ethnic cultures “Unity in diversity” is held with the aim of Kazakh identity formation and development of ideas of spiritual unity, ethnic harmony, cultivating a sense of Kazakh patriotism, designed to provide support and further development of distinctive national cultures of ethnic groups in Kazakhstan.

– According to approved schedule, in the framework of summer festival “Live in a single family” annual festivals of national cultures are held in the city park of culture and rest.

– Annual youth cultural Forum of cross-border cooperation “Birlik. Unity. kz “ is held with participation of youth associations leaders from our republic and cross-border regions. International festival of cross-border cooperation “Irtysh – river of friendship” became traditional event.

– Discussion club “Patriot” works with the purpose to promote friendship, ethnic and cultural traditions, education of Kazakhstan patriotism.

– As part of the annual campaign- train “We are a nation of Kazakhstan”, members of the regional APK and ECA teams go to the cities and rural areas, to the places of ethnic groups’ compact residence with concert performances, with the aim to explain the Address of the President of Kazakhstan, the National Unity Doctrine, to inform about the activities of the Assembly of people of Kazakhstan, ethnic and cultural associations on the implementation of the state national policy and participation in social modernization of society.

– Days of the Assembly of people of Kazakhstan are held in the towns and districts, educational institutions, and enterprises of the region.

Special attention is paid to the participation of the Assembly and ethno-cultural associations in the project “Trinity of languages”, to assist in the mastery of Kazakh language by representatives of all ethnic groups.

School of national revival conducts great job on study of languages, culture, traditions and customs of the multinational nation of Kazakhstan. It is a training institution of additional education focused on creating conditions for learning mother tongue, history, culture, customs and traditions of ethnic groups living in the Republic of Kazakhstan. Structure of the school consists of 16 national training offices: Armenian, Azerbaijani, Bulgarian, Belarusian, Greek, Jewish, Ukrainian, Balkar, Korean, Polish, German, Tatar-Bashkir, Chechen-Ingush, Chuvash and two cultural centres – Kazakh and Russian.

Each year the school attracts more than five hundred students. All training is directed to ensure that students have internalized the moral values of the ethnic groups culture, grew up real patriots with a high sense of responsibility for maintaining peace and harmony in our multi-ethnic country. The priority task of the school is the development of Kazakhstan patriotism through familiarizing students with Kazakh people culture and traditions.

The structure of the youth wing of the Regional Assembly consists of 16 youth groups of regional ethnic and cultural associations, and its main task – to unite the youth of the region for a fruitful collaboration on Kazakhstani patriotism education, preservation and dissemination of spiritual and cultural values of ethnic groups living in the Pavlodar Priirtyshie. Its representatives are members of the Regional Youth Council under the akim of the region.

The media widely covers the work of the APK and ethno-cultural associations in the region on formation of national unity and promotion of Kazakhstan achievements.

Weekly the regional radio broadcasts programs “Kazakhstan in the modern world”, “Kazakhstan – our common home”, “Kazakhstan today”, regional TV channel “Kazakhstan-Pavlodar” once a month shows programs “In one family”, “Under  shanyrak”.

One of the practical steps for the state national policy implementation is the opening of regional House of Friendship in September 2008 and the President of the Assembly of the People of Kazakhstan N. A.Nazarbayev attended its opening.

The Friendship House has good facilities to carry out its main activities: fully equipped conference hall and auditorium with modern acoustic, sound and light equipment, rehearsal and choreographic halls, multimedia, computer and educational classes, a library of national literature and a museum.

Concert hall “Dostyk” was opened in December 2010. Its material and technical base helps to activate concerts and events of ethno- cultural associations, with the aim of inclusion a larger number of residents of Pavlodar city and the region to unique culture of various ethnic groups.
