Sungat Yesimkhanov was born on November 30, 1973 in Pavlodar region. In 1996 he graduated from Pavlodar State University of S.Toraigyrov, in 2007 – Karaganda Institute of Actual Education “Bolashak”.
In 1996 Yesimkhanov started his professional career as an engineer in the hydrometallurgical workshop of “Aluminum of Kazakhstan” JSC. Having worked four years, he jointed public service. So, from 2001 to 2007 Yesimkhanov worked in the system of regulating natural monopolies and competition protection. He was the head of the department ARNM in Mangistau and Karaganda regions.
From 2007 to 2008 he worked as the financial vice-president of “Igilik group-XXI” LP (Karaganda). In 2008 Yesimkhanov became deputy general director of RSE “Kanysh Satpayev channel”. From 2008 to 2010 he headed the Department of Energy and Public Utilities of Pavlodar region. After, Yesimkhanov worked as the head of “Kazakhenergoexpertiza” JSC. From 2013 to 2014 he was the director of the Department of Power and Coal Industry of MIID RK. After that he worked as the chairman of Atomic and Energy Supervision and Control Committee of the Ministry of Energy of the Republic of Kazakhstan. In 2018 Yesimkhanov was appointed Vice Minister of Energy of the Republic of Kazakhstan.
He was awarded the medals “10 years of the Constitution of the Republic of Kazakhstan” and “20 years of Independence of the Republic of Kazakhstan.”
Ulan Zhazylbek was relieved of his duty due to the transfer to another appointment.
